Honorably discharged veterans may make online exchange purchases for
themselves and their dependents
I should add that online military exchange shopping privileges doesn’t allow you to purchase uniform
items, alcohol, or tobacco products to all honorably discharged veterans of
the Military Services effective November 11, 2017.

a post from fellow slickdealer:
"Currently only active duty, reserves, retired, and 100% disabled veterans can shop at the Exchange.
This change will open the Exchange websites (not B&M stores) to all veterans.
Change will take effect by Veterans Day."
