Amex Offer: Upgrade Blue Cash Everyday to Blue Preferred [2,000 Spend for 250]

I checked my Amex Offers today, and the first offer was an upgrade to Blue Cash Preferred from Blue Cash Everyday and spend $2,000 within two months to earn a $250 statement credit.
Yearly Fee of $95.
I called my card number to ask if this counts as a new line of credit or a hard pull, and the representative told me no, it’s the same card number and same credit line, just an upgrade.
