It may be refurb, but I’ve bought two from different sales now and both came with everything needed. Great way to pick up a Gold rated PSU on the cheap; or a name brane White rated PSU DIRT cheap (cheapest is currently $9.99).
PSUs matter; get a good one and your system will love you long time.
