A good strategy for getting started with a $25 PayGo balance would be to sign up for their least expensive plan which using their "Build Your Own Plan" seems to be the "100 Minutes + Free Text" for $5. Then before a month is up cancel that plan and keep the $25 for PayGo usage. This balance can last a looooooong time especially for a glovebox phone or low usage. To keep the balance intact you should make sure at least 1 billable event (like a one cent text ) happens every 3 months. On other forums users have said that Tello will text you to ensure the billable event occurs but I would not count on that.
