San Antonio Water Supply (SAWS) has a $150 rebate for select Water Flow Sensors. If you choose Flume, it is virtually free (just pay shipping + taxes).

It will be installed outside over your existing water meter (usually close to the curb), so no plumbing or cutting of pipeline etc.
Since it is installed outside, I was concerned about it getting stolen, as it is not ‘locked or secured’. So I chatted with online rep and he posited that the incentive to steal is mitigated because it is tied to a sensor which is housed inside your home and they cannot work without each other.
Battery operated (AA) and needs connection to WiFi.
This one doesn’t have auto shut off as some others (which require plumbing and have higher price tag)
