You get both boxes for ~$20, plus $6 shipping if you don’t get your order to $35 (makes it less appealing). But I guess if you just want booster packs, you could buy 2 bundles to get free shipping if you don’t have other stuff to buy.
This is a pretty solid deal for booster packs, plus you get the headline cards as well… 8 booster packs for $20, so "only" about $2.50 each.
