Found a way to mess around on the website and break your cart to get new customer pricing permanently (without any of the "special customer" discounts that expire)
YMMV as this might be hard to replicate, but it worked for me. Note you do not get any bonuses/gift cards, just the base tier pricing.
I was successfully able to upgrade my internet from 300/300 to 400/400 for the same price and lock in the $59.99 per month price without any special bonuses.
Note that I can upgrade and downgrade with the same base tier prices.
ALSO NOTE I HAVE INTERNET ONLY. THIS MAY NOT WORK WITH ANYTHING BUT INTERNET ONLY. I ALSO HAVE MY OWN ROUTER
This is going to take a bit of fiddling around and I wish I detailed exactly how I did this, but this is what I personally did.
Steps I did to break my cart:
Go to your dashboard and click upgrade.

Select the tier that you want to upgrade to, despite the ridiculous price (mine was showing upwards of $140 for 300/300) and add this to your cart. continue refreshing the upgrade page until you get a "Mix and match" offer.
At some point your cart is going to break when you view the mix and match offer (which is shown as an link somewhere in your dashboard) and reflect you paying the amount per month before all the "special customer discounts" for me, it was showing $204.99 per month for 300/300.
Going to the upgrade area again will refresh to the base tier prices.
