I did the deal with the 8 Mega Bounty Paper towel rolls and the 36 double roll Ultra Strong (red) Charmin for a total of $11.98 pre-tax, with $26.90 in specials/mPerks savings.
I didn’t do a price comparison of Charmin to Costco/Kirland products. But, the Charmin 2x Rolls are defiantly shorter and half the size of the Kirkland TP.
