Supposedly Intel’s dealing with a 14nm shortage, so prices have generally gone up for current Intel processors. At this time, I consider this a decent deal that brings the price down to around MSRP (slightly better, if you add in the Google Express promo at the bottom).
While you might say the i5-8500 generally offers a poor value compared to the 8400, this is currently cheaper than the new i5-8400 options available in my area. You know your available alternatives better than I do, so make your own judgment there.
