Just saw this at IKEA’s Costa Mesa, CA store tonight. Brand new in box IKEA Billy (Yellow) 40th anniversary bookcase Size 31 1/2x11x79 1/2 " for $29.00 Memorial Day weekend sale, very surprisingly. 13 left as of writing after I picked up 2 tonight at this store.
It’s possible that other and most IKEA stores have the yellow color for only $29, because the in-store only system shows nationwide prices.

It shows $59.99 on website, but Costa Mesa, CA store has it for $29.000 right now, and the cash registers will read it at $29.00. YMMV… YELLOW color only. Other colors don’t qualify and are at regular price. Good luck…
