This plan includes unlimited talk/text and 5GB per month of LTE data (after that your data gets throttled to very slow speeds). This deal is valid for their GSMA network (AT&T) or CDMAS (Sprint).
eBay does charge tax on this in some states, but even with tax it’s a good deal.
